🇮🇳🇳🇿 India and New Zealand Just Signed a Roadmap — Here's What's Actually in It for Exporters
When governments announce a new "Strategic Partnership," it's easy to think it's just another diplomatic statement. This one is different because it includes clear trade targets and commitments that could affect Indian exporters. This one is different — because it comes with a specific trade target, a named Free Trade Agreement timeline, and commitments that directly affect Indian exporters in agri, pharma, IT and maritime sectors.
PM Modi and New Zealand PM met in Auckland on 11 July 2026 and endorsed the India-New Zealand Strategic Partnership: Roadmap to 2030. The document lays out six pillars of cooperation — and Pillar III, Trade and Economic Cooperation, is the one your business needs to read.
The biggest takeaway for exporters is this: both countries aim to double bilateral trade to NZ$7 billion (₹35,000 crore) by 2030. Current bilateral trade is roughly NZ$3.5 billion — so this is an ambitious but specific goal, not a vague aspiration.

📋 What the Roadmap Actually Says — Pillar III Trade Details in Full
The PMs endorsed the Roadmap to 2030 as a shared framework to guide joint action. The Strategic Partnership includes, but is not limited to, the areas set out in its six pillars. Here's what Pillar III commits both governments to on trade:
Trade Target: Work towards an aspirational goal of doubling bilateral two-way trade in goods and services to NZ$7 billion (₹35,000 crore) by 2030. This is roughly double the current bilateral trade level.
India-New Zealand FTA: Work together on next steps for the India-New Zealand Free Trade Agreement to ensure its early entry into force and effective implementation. This indicates that both governments are actively working toward implementing the FTA.
AEO-MRA: Operationalise the 2025 Authorised Economic Operators Mutual Recognition Arrangement (AEO-MRA) under the aegis of the 2024 Customs Cooperation Arrangement (CCA) to simplify customs processes and facilitate trusted trade. IFor exporters, this means AEO-certified businesses can receive faster customs clearance.
Primary Industries — Horticulture: Implement the 2025 MoC on Horticulture to advance joint research, knowledge exchange, post-harvest innovation and market development. This is directly relevant for Indian agri exporters — New Zealand is one of the most demanding quality markets for fresh produce.
Forestry: Implement the 2025 Letter of Intent on Forestry Cooperation through sustained policy dialogue, technical exchanges and best practice sharing.
Animal Husbandry and Dairying: Implement the MoC on Animal Husbandry and Dairying to advance technical and policy collaboration. India's dairy sector and New Zealand's world-class dairy technology — creating opportunities for technical collaboration between the two countries.
Seafarer Certificates (Pillar IV): Continue dialogue between Directorate General of Shipping, Ministry of Ports, Shipping and Waterways of India, and Maritime New Zealand on opportunities to strengthen the recognition of seafarer competency certificates. Indian seafarers working on New Zealand routes will benefit directly.
It's also important to note that from the document itself: The Roadmap gives rise to no financial commitments and does not create any legally binding rights or obligations under domestic or international law. It is a framework — not a treaty. Implementation depends on follow-through from both sides.
